Worthing Builder Sentenced for Defrauding Elderly Homeowner

A rogue builder from Worthing has been sentenced after defrauding an elderly homeowner in Storrington out of £154,000, following an investigation by West Sussex Trading Standards.
Carl Roxby, of Kithurst Crescent, approached the victim in April 2022, offering to replace their roof but failed to provide any paperwork. Over several months, he convinced them to agree to additional works, including roofing, guttering, and patio repairs. By September 2022, after receiving £154,000 in payments, Roxby abandoned the project, leaving the work incomplete.
An investigation by West Sussex County Council Trading Standards found the work to be substandard, with the victim significantly overcharged. The council secured £50,000 in compensation for the homeowner. Roxby pleaded guilty in November 2024 to offences under the Consumer Protection from Unfair Trading Regulations 2008 and the Fraud Act 2006. He was sentenced to 24 months in prison, suspended for 18 months. He was also ordered to complete 300 hours of Community Payback and 20 days of rehabilitation.
Cllr Duncan Crow, Cabinet Member for Community Support, Fire and Rescue, condemned Roxby’s actions, highlighting the importance of Trading Standards in protecting vulnerable residents. He urged the public to report concerns about rogue traders to the Citizens Advice consumer helpline.
